BG David Smalley graduated from Arkansas State University with a bachelor's degree in Medical Technology.  He then received a master's degree from the University of Memphis (formerly Memphis State University) in Microbiology/Immunology, and a doctorate in Microbiology/Immunology from the University of Memphis.  He completed an internship in laboratory medicine at St. Bernard's Medical Center, Jonesboro, Ark.  BG Smalley received a Master’s degree in Strategic Studies from the US Army War College.  He is in the final steps of completing a Masters degree in Health Care Administration.

BG Smalley's military education includes the AMEDD Officer Basic and Advanced Courses, the Battle Focused Instructor Training Course, the Instructor Preparation Course with award of the 5K ASI, Pre-Command Course for Detachment/Company and Pre-Command Course for Battalion/Brigade, the Unit Movement Training Course, the Commander Safety Course, the Army Strategic Leadership Development Course, the General Officer Legal Orientation Course, the Systems Acquisition Management Course, the Army Senior Leader Communicator Workshop, the Command and General Staff College, and the U.S. Army War College.

BG Smalley has served over 29 years in the U.S. Army Reserve and has been in a variety of command and leadership positions including: Commander of the 326th Medical Detachment for a five year period, Memphis, Tenn; Chief of Laboratory Services, 330th Combat Support Hospital, Memphis; Phase Leader and Battalion Commander, 9th Battalion (CGSC), Nashville, Tenn; Brigade Commander, 5th Health Services Brigade, 100th Division (IT), Millington, Tenn.; and Assistant Division Commander—Operations, 80th Division (IT), Richmond, Va; dual-hatted as the Deputy Commanding General for the Army Reserve Medical Command, Pinellas Park, Florida and Assistant Surgeon General, Reserve Affairs, Office of the Surgeon General, Falls Church, Va.

On the civilian side, BG Smalley has served as a Professor of Pathology and Laboratory medicine, University of Tennessee, Center for Health Sciences, Memphis, Tennessee for over 25 years and currently holds a Clinical Professorship there.  He also held the appointment of Professor of Clinical Laboratory Sciences at the University of Tennessee during the same period as above.  He currently is the Director of the Division of Laboratory Services, Tennessee Department of Health where he has held the position of State Laboratory Director and Assistant Commissioner for nearly six years.  He has published over 100 journal articles, monographs and book chapters and presented papers and lectures at over 100 national and international scientific/medical conferences.  In 2011, he was awarded the Lucien Dean Hertert Award by the American Association of Bioanalysts for his life-long contribution to laboratory medicine, the highest award given to a member of this professional organization.  He is board certified in Hematology and Medical Technology by the American Society of Clinical Pathologists, Microbiology from the National Registry of Microbiologists in the areas of Immunology and pathogenic Microbiology, and Bioanalyst Clinical Laboratory Director and Public Health Microbiology Director by the American Board of Bioanalysis.

BG Smalley's military awards and decorations include the Legion of Merit, Meritorious Service Medal (with two oak leaf clusters), Army Commendation medal (with four oak leaf clusters), Army Achievement Medal (with one oak leaf cluster), Army Reserve Component Achievement Medal (with silver oak leaf), National Defense Service Medal with bronze service star, Armed Forces Reserve Medal with silver hourglass, Army Service Ribbon, the Reserve Components Overseas Training Ribbon and the Department of Army Staff Identification Badge. In addition, the Surgeon General of the Army has awarded BG Smalley the "A" proficiency designator and he is the recipient of the Order of Military Medical Merit.
